WASHINGTON, D.C. - Homeland Security issued a press release earlier in December highlighting some of the notable apprehensions achieved during Operation Metro Surge, a targeted immigration enforcement initiative ongoing in Minnesota, with the agency emphasizing its continued efforts to arrest the “worst of the worst” criminal illegal aliens.
As previously reported in Law Enforcement Today, Operation Metro Surge kicked off earlier in December in Minneapolis, with Immigration and Customs Enforcement (ICE) carrying out the promises made by the current administration to apprehend some of the worst criminal illegal aliens who have avoided deportation efforts due to sanctuary policies adopted across various cities and states.
In a December 12 press release from Homeland Security, the agency announced an update on the efforts in Minnesota regarding the aforementioned operation, citing how the state serves as a magnet for criminal illegal aliens “because they know sanctuary politicians will protect them.”
The profiles of ten individuals recently apprehended by ICE were detailed in the press release, which served as a means to illustrate the type of individuals being safeguarded by sanctuary policies in states like Minnesota.
Homeland Security Assistant Secretary Tricia McLaughlin issued a statement alongside the press release, highlighting how ICE has apprehended “more than 400 illegal aliens, including pedophiles, rapists, and violent thugs since Operation Metro Surge began."
McLaughlin further noted that individuals like Governor Tim Walz and Mayor Jacob Frey are complicit in these sorts of individuals walking free within Minnesota communities.
“Tim Walz and Jacob Frey failed to protect the people of Minnesota. They let these monsters and child predators roam free,” McLaughlin stated, adding, “Thanks to our brave law enforcement, Minnesota is safer with these thugs off its streets. Instead of thanking our law enforcement for removing criminals from their communities, Tim Walz and Jacob Frey continue to demonize our brave law enforcement.”

- Ban Du La Sein, a 47-year-old criminal illegal alien from Burma, has a past conviction for third-degree criminal sexual conduct using force or coercion, which resulted in a four-year prison sentence. Sein has had a final order of removal since 2014.
- Vannaleut Keomany, a 59-year-old criminal illegal alien from Laos, has a prior conviction of two counts of rape, which landed him a seven-year prison sentence. Keomany has had a final order of removal since 2009.
- Sing Radsmikham, a 52-year-old criminal illegal alien from Laos, has a prior conviction of fourth-degree criminal sexual conduct using force or coercion, which landed him a year-and-a-half in prison. Radsmikham has had a final order of removal since 2004.
- Liban Ali Osman, a 43-year-old criminal illegal alien from Somalia, has a prior robbery conviction, which landed him a three-year prison sentence. Osman has had a final order of removal since 2011.
- Tou Vang, a 42-year-old criminal illegal alien from Laos, has a prior conviction of first-degree criminal sexual conduct with a child under 13 and has had a final order of removal since 2006.
- Por Moua, a 50-year-old criminal illegal alien from Laos, has several prior convictions, including first-degree great bodily harm, third-degree sexual conduct, sexual intercourse with a child, and false imprisonment, which collectively resulted in over 17 years in prison for the individual. Moua has had a final order of removal since 2000.
- Javier Bulmaro Turrubiartes, a 49-year-old criminal alien from Mexico, was sentenced to 75 days in jail following a conviction of hiring or agreeing to hire a child under 16 for prostitution, as well as a prior arrest for soliciting children through electronic communication to engage in sexual conduct.
- Somvang Phrachansiry, a 63-year-old criminal illegal alien from Laos, has prior convictions for third-degree criminal sexual conduct and second-degree assault with a dangerous weapon, which netted him eight-and-a-half years behind bars. Phrachansiry has had a final order of removal since 2001.
- Angel Edwin Quiquintuna Capuz, a 26-year-old criminal illegal alien from Ecuador, has prior arrests for DUI, assault on an officer, disarming a peace officer, and obstruction, as well as a prior conviction for robbery, which resulted in a three-year prison sentence.
- Joel Cuautle-Ocelotl, a 51-year-old criminal alien from Mexico, has prior convictions of third-degree assault with intent to cause physical injury and DUI. Ocelotl has had a final order of removal since 2010, with said removal order being reinstated two additional times in 2012 and 2020.
