Mother assaults caseworker, kidnaps daughter, 4, leads police on high-speed mountain road chase with a puppy in the car

CAÑON CITY, CO - A high-speed chase in Colorado ended with the arrest of a 33-year-old woman who now faces 17 charges that include kidnapping, child abuse, and the attempted murder of her four-year-old daughter.

Ashley Procter was taken into custody after her vehicle was forced off the road ending a high-speed pursuit that was leading into an area with dangerous heights. The officers reportedly believed Procter's daughter was in danger, based on the mother's threats to "get her child and drive off a cliff." 

As reported by CBS News, the dramatic chase unfolded on August 21 around 4:00 p.m. after Procter fled from authorities. This, after assaulting a Colorado Department of Human Services caseworker while on a court-ordered visitation with her daughter. She sped away from the scene with her child in the car.

Pursued by three units from the Cañon City Police Department, Procter ran several stop signs before leading the officers in a lengthy chase down U.S. Route 50 according to dashcam footage reviewed by CBS News Colorado.

As reported by KRDO, a nine-month-old puppy was also in the vehicle at the time of the chase and subsequent crash. CCPD officials reported that Proctor, her child, the caseworker she attacked and the puppy were all treated for minor injuries.
 
Cañon City Police released a statement detailing the pursuit, saying, “Procter attempted to drive onto Skyline Drive, where officers made the decision to conduct a pursuit intervention technique and pinned the vehicle against the hillside to prevent Procter from continuing on the dangerous road with a child in the vehicle."

The department added that the “decision by the officers to inflict a maneuver to end a dangerous vehicle pursuit before the vehicle could be driven onto a  dangerous road with a young child inside was calculated and intentionally executed to reduce the risk of serious injury or death to the occupants, which would likely have been the result had the pursuit continued.” 

Chief of Police John Schick praised the officers' timely decision given the life of the child was "potentially at risk and he could not be prouder of the results of their actions," per the Cañon City Daily Record.

Procter reportedly livestreamed the harrowing chase to Facebook. She is recorded saying, “Where am I going. where am I goin,” during the video, and also narrated her actions saying, “that she was doing some crazy (expletive), that she isn’t gonna let people take her kid, that the cops are (expletive) up.”


CCPD told the outlet that Procter is facing a litany of charges including: Criminal Attempt to commit Murder in the Second Degree, a Class 3 Felony; Criminal Attempt to commit Assault in the First Degree, a Class 4 Felony; Second Degree Kidnapping, a Class 3 Felony, Assault in the Second Degree, a Class 4 Felony; Child Abuse (Causing Bodily Injury), a Class 3 Felony; Reckless Endangerment, a Class 2 Misdemeanor; Vehicular Eluding, a Class 4 Felony; Cruelty to Animals, a Class 1 Misdemeanor; Eluding Police Officer, a Class 2 Misdemeanor; Speeding excess of 40 MPH over, a Class 2 Misdemeanor; Reckless Driving, a Class 2 Misdemeanor; Careless driving causing bodily injury, a Class 1 Misdemeanor; Changed lanes in an unsafe manner; Driver allowed passenger to ride unsafe; Passed on left in an unsafe manner; Failed to properly use child restraint system for child 4-8 years old; Operated without a seatbelt.
