NYC: Driver with Long History of DUI Offenses Charged After Killing Cyclist While High on PCP

BRONX, NY - A Bronx man with a long history of vehicle-related criminal activity has allegedly done it again, this time taking the life of an innocent cyclist.

Kevin Crosby, 49, of the Bronx section of New York City, was arrested and charged with manslaughter late last week after allegedly taking a dose of PCP and hitting two cyclists. He then allegedly dragged the victims under his car for an undetermined length, ultimately killing one of them.

As reported by the New York Post, Crosby continued to “keep hitting the gas” after the initial contact with the cyclists.

PCP (phencyclidine) can cause users to experience hallucinations and paranoia, and often makes their behavior unpredictable, sometimes resulting in aggression, a sense of invincibility, and a reduced ability to feel pain.

Crosby is no stranger to law enforcement. He has accumulated an astonishing 19 arrests (maybe not astonishing for New York City). Several of the arrests involved motor vehicle activity, such as an aggravated vehicle assault in 2020 that involved striking pedestrians and hitting numerous vehicles.

For that particular violent crime, Crosby only received probation and had the charges reduced to reckless driving and reckless endangerment, a sentence all too reminiscent of the soft-on-crime policies New York City has been leaning towards in recent years.

Other driving crimes include driving under the influence within ten years.

Last week’s gruesome incident allegedly shows Crosby on security camera footage driving a red vehicle with metal-on-metal sparks emanating from underneath the vehicle as pedestrians can be seen jumping to safety in a panic.

The vehicle appears blurry in the video, but pedestrians are seen clearly. It was an indication of the high speed at which the driver was going.

Witnesses then reported that the vehicle collided with multiple vehicles before eventually coming to a stop.

One witness told the news, “I seen [sic] two men laying [sic] there, they can’t move, face down, those were the two people who got hit on their bikes and dragged by the car.”

First responders on the scene rendered aid and transported both cyclists, aged 33 and 28, to the hospital in critical condition. The 28-year-old, whose identity has not yet been released, was later pronounced dead. No update on the other victim is available.

Assistant District Attorney Emily Hong told the media, “The defendant admits to smoking weed and [had] smoked PCP earlier in the day.”

In a seemingly absurd response, Crosby’s attorney blamed the accident on mechanical issues and said that “intoxication doesn’t tell the full story” and “the brakes and the steering wheel were jammed.”

Crosby remains in custody, and his license was suspended.
