BEND, OR – A 32-year-old criminal illegal alien from India who is accused of killing two newlyweds in a November 2025 tractor-trailer accident in Oregon was handed off to state officials by Immigration and Customs Enforcement (ICE) to face charges for the fatal collision, per an October press release from the agency.
According to federal authorities, Rajinder Kumar was first encountered by Border Patrol near Lukeville, Arizona, on November 28, 2022, after entering the country without inspection from Mexico. Kumar was reportedly placed into removal proceedings, but somehow managed to make his way further into the country’s interior under the Biden administration.
As previously reported in Law Enforcement Today, Kumar was reportedly working as a tractor-trailer driver despite being illegally present in the United States during the November 2025 crash in Deschutes County, Oregon, that claimed the lives of 25-year-old William Carter and his wife, 24-year-old Jennifer. The couple had only been married for sixteen days at the time of their untimely deaths.
At the time of the incident, ICE had lodged an immigration detainer on Kumar that was reportedly ignored by Deschutes County, and he was released back into the community on April 2, 2026. Luckily, ICE was able to apprehend Kumar twenty days after he was released from jail pending state charges.
Kumar has since been indicted on two counts of first-degree manslaughter and three counts of recklessly endangering another person and was transferred back into state custody pending trial, according to the agency.
ICE ERO Seattle acting Field Office Director Julio Hernandez said in a statement on the matter, “Two Americans lost their lives, and their families deserve accountability. ICE worked closely with law-enforcement partners to ensure Kumar is returned to state custody to answer for the serious charges against him.”
“This coordinated action protects the public, supports the victims’ families, and ensures that an individual accused of these crimes does not evade justice. ICE will continue using every lawful tool available to protect the American people from criminal activity committed by illegal aliens,” Director Hernandez concluded.
Upon completion of Kumar’s state proceedings, immigration authorities confirmed Kumar will be subject to federal proceedings regarding his immigration status.
