Suspect arrested after SWAT responds to shooting in Portland; rifles, handguns and air soft rifle recovered from the scene

PORTLAND, OR - Authorities with the Portland Police Bureau have confirmed that a 29-year-old man was arrested after reportedly shooting a gun inside of his apartment. 

According to KPTV, PPB officers and tactical units responded to the 4200 block of Northeast Cully Boulevard around 10:00 a.m. on Friday, July 19th, on reports of gunfire. Upon arriving on scene, officers concluded that a man had shot a gun inside of his apartment while home alone.

PPB said that officers surrounded the apartment and tried to get the man to come out, but he refused and began throwing things out of his windows, including small furniture and household items. After that, surrounding apartments were told to evacuate and a public alert was sent out telling people to stay inside for their safety.

As police were setting up a perimeter around the apartment, police said that around 11:00 a.m. they heard more shots from inside the apartment. Through the window police saw the suspect with guns in his hand and saw what appeared to be several guns being thrown out of the window.

The suspect still refused to come out of the apartment and according to the police, officers on scene saw him point a gun out of the window. Around 12:20 p.m. officers said they saw fire inside the man's second-floor apartment. Portland Fire & Rescue were called to the scene.

Officers eventually shot tear gas into the apartment, which forced the suspect, identified as 29-year-old David B. Peer III, to come out. Police then took him into custody without further incident. Firefighters were able to put out the fire. A search of the area and apartment by police was conducted. Police found a rifle inside and officers seized two rifles, three handguns, and one airsoft rifle.

PPB said that Peer was taken to the hospital for evaluation and then booked into the Multonmah County Detention Center. The neighbor next door was almost hit by one of the bullets from the suspect. Thankfully, he was not hurt. Peer is facing charges that include first-degree arson, unlawful use of a weapon, shooting a firearm in the city, and recklessly endangering another person. 

In a separate incident, a man was arrested after a four-hour standoff at an apartment in Portland. According to KPTV, a maintenance worker called law enforcement and said he was screamed at by someone inside their apartment and was then shot at through the door. The maintenance worker was not injured in the incident.

Police said that the suspect surrendered after a four-hour long standoff that ended around 5:00 p.m. on Friday, July 19th. The suspect, identified as 58-year-old George Baldwin, was arrested without further incident. He has been charged with second degree attempted murder and unlawful use of a weapon. 

The Washington County Sheriff's Office (WCSO) said that they were playing the "long game" in an attempt to get the man to cooperate before he ended up surrendering. WCSO obtained a search warrant, but the suspect surrendered before they needed to force entry. After the suspect was arrested, they executed the search warrant to recover the gun that was used.
