WASHINGTON, DC – A memo drafted in 2021 that reportedly flew under the radar for years has resurfaced, which said memo examined the intelligence community’s handling of election interference attempts by the Russians and Chinese in the 2020 election, highlighting how intelligence analysts “downplayed” China’s efforts over concerns of policy implications from the Trump administration.
A January 2021 report from Dr. Barry A. Zulauf found that the intelligence community was working to conceal and minimize alleged Chinese interference in the 2020 election from President Donald Trump, with the report citing concerns over the analysts assigned to monitor China’s subversive efforts as not wanting to provide fodder for the Trump administration to create policies they might disagree with.
“Given analytic differences in the way Russia and China analysts examined their targets, China analysts appeared hesitant to assess Chinese actions as undue influence or interference. These analysts appeared reluctant to have their analysis on China brought forward because they tended to disagree with the Administration's policies, saying in effect, I don't want our intelligence used to support those policies,” the report reads in part.
In a 2023 speech where Dr. Zulauf referenced his prior analysis, the aforesaid analysts essentially characterized President Trump as “vulgarian,” which is defined as someone who is typically wealthy while simultaneously being vulgar, with the two descriptors seemingly feeding off one another.
“I don’t want my intelligence going to the White House where it will be used by that vulgarian in the Oval Office to support policies against China with which I personally disagree,” said of the China analysts referenced in his 2021 report.
