LONG BEACH, CA - A city councilwoman for a Northern California city is recieving backlash for an incident in which police officers took her to a hospital, believing her to be heavily under the influence of alcohol in public.
Councilmember Trish Herrera Spencer was the focus of a police report in Long Beach, California last month, with witnesses reporting that the Alameda councilmember was heavily intoxicated outside of a bar in the city. Herrera Spencer had been visiting the city in an official capacity as the city of Alameda's representative for the 2024 League of California Cities Conference.
Herrera Spencer appeared to struggle heavily to answer basic questions from Long Beach police personnel in body camera footage, according to NBC Bay Area.
A police report filed in the matter describes Herrera Spencer as so drunk that a bartender refused her admission to his establishment, according to the Alameda Report.
“CP [Complaining Party] TRIED TO HELP HER WALK TO THE METRO STA AFTER SHE FEEL ON THE SIDEWALK BUT SHE REF’D ANY HELP FORM THE CP SO CP LEFT HER F/O THE BAR AND THE BOUNCER AT THE BAR WOULDN’T LET HER IN," the document says of the elected official.
Herrera Spencer indicated that she had little recollection of the October event in question- although she went on to indicate that she had been a victim of a crime and suffered injuries in the matter.
"I have little recollection of the event. However, I believe I was the victim of a crime. I am still suffering from my injuries, including a concussion."
Herrera Spencer isn't facing any criminal charges in connection to the incident. First responders indicated that subject was heavily intoxicated on numerous occasions during body camera footage released to the public.
In spite of this explanation, Alameda city officials aren't happy with Herrera Spencer's conduct in the video- with Mayor Ezzy Ashcraft even indicating that she's witnessed similar behavior on the part of the city councilor before. An Alameda City Council resolution that would censure Herrera Spencer for her actions is slated to come up for a vote on Nov. 6.
"Members are constantly being observed by the community every day that they serve in office. Their behaviors and comments serve as models for proper deportment in the city of Alameda," Mayor Ashcraft and Councilmember Malia Vella said of the concerning incident in a statement.
"My intent in bringing this is to call to light the standard that we should be following at all time, but also to encourage seeking help,"
"It is a serious and continuous responsibility."
