LODI, CA - The Department of Homeland Security is begging California leaders not to release an illegal alien killer who caused a fatal multi-vehicle crash near Lodi, California, earlier this month. On May 19, 2026, the California Highway Patrol arrested Manvir Singh, a criminal illegal alien from India, after he caused the crash while operating a semi-truck. The truck he was operating veered off the road and struck a guardrail, triggering a crash that involved three other vehicles. Two people were killed instantly. Singh tried to flee on foot before being apprehended by CHP officers.
Singh is facing charges of vehicular manslaughter with gross negligence, hit and run resulting in death or injury, and obstructing/resisting a police officer.

“This criminal illegal alien from India should never have been behind the wheel of a semi-truck and allowed to kill two innocent people in a multi-vehicle crash in California,” said Acting Assistant Secretary Lauren Bis. “He is now charged with vehicular manslaughter, hit and run resulting in death or injury, and resisting a police officer. This is yet another example of why illegal aliens should not be operating trucks on American highways. We need Congress to pass Dalilah’s Law to prohibit states from granting illegal aliens commercial driver’s licenses.”
That proposed law (HR 7793; S. 4381) would strictly regulate who is eligible to obtain a commercial driver’s license (CDL) in the United States.
In a statement released by DHS, they noted that Singh entered the country illegally in Arizona in July 2023 and was released into the country by the Biden administration.
“Tragically, this is not the first instance where American lives have been taken by illegal aliens behind the wheels of semi-trucks on America’s roadways.” The release then cited some of those incidents:
In April, ICE arrested an illegal alien truck driver who was issued a CDL by California and killed a couple celebrating their honeymoon on November 24, 2025, in Oregon. Sanctuary politicians in Oregon refused to cooperate with ICE and released him back onto the streets, where he was eventually picked up by ICE.
In February, ICE arrested an illegal alien truck driver who was issued a CDL by Pennsylvania and killed four innocent people on Feb. 3 when he swerved into oncoming traffic and struck a van head-on.
In December, DHS and the Department of Transportation announced that an American citizen was killed by a Chinese national with a CDL who failed an English proficiency test after the crash. DHS confirmed that the driver illegally entered the U.S. from Mexico in 2023.
In August, DHS announced that ICE lodged an arrest detainer for criminal illegal alien Harjinder Singh following his arrest for three counts of vehicular homicide in connection with an Aug. 12, 2025, crash where he attempted to make an illegal U-turn on the Florida Turnpike in St. Lucie County. A minivan struck the side of the trailer as he made the illegal turn, killing three.
This preventable tragedy is yet another devastating example of the deadly consequences of allowing illegal aliens to operate commercial vehicles on American roads. As DHS urges California not to release this killer and renews its call for Dalilah’s Law, the state’s sanctuary policies continue to put law-abiding citizens at risk while shielding criminal illegal aliens from the full consequences of their actions.
