Once isn't enough: Two threats against children causes a man to be arrested twice

CARY, NC - A North Carolina man was arrested for the second time within 24 hours for threats he allegedly made against children. The suspect, Kevin Douglas, was picked up by police in relation to charges of threatening to "murder every child" in a nearby daycare center.

Authorities located Douglas at the Extended Stay America following threats of a mass shooting against minors. The Cary Police Department received warnings of the threats from the National Center for Miissing and Exploited Children.

Douglas was arrested for the threats, then he was released on a $1,000 bond. 

Once released, he contacted his local news station and explained that the threats were all a "misunderstanding." In a statement to the reporter, Douglas said he felt the FBI was trying to "pin" the communications on him.

The call to the news reporters was apparently a violation of conditions of his release, which stated he was not to use his phone for any reason. Presumably, this was the reason for his second arrest.

Douglas became a suspect after authorities received word that there was a threat of an active shooter regarding children, which was considered credible after investigation by the Cary Police Department, along with the FBI and other local authorities.

Allegedly, Douglas had been using cyber electronic means via the National Center for Missing and Exploited Children's website to communicate death threats against young people by stating he would "eliminate" them in a mass shooting scenario.

One menacing communication allegedly made by Cary read, "I'm going to murder every child in the hotel now. I'm going to kill all the children."

Much of the communication appeared to be incoherent and hard to follow. Still, the threats in the messages were substantial enough to raise red flags.

Now, it appears that Douglas will face federal charges alongside the charges already put into place by the Cary Police Department.

Douglas had been staying at the Extended Stay America hotel and appeared to target the threats against children at the Bright Horizons Daycare Center in Harrison Park across the street.

"In a ritual-killing, I'm going to kill all the...children in the area... there's 45 children near me." This was cited as a message by Douglas referencing the daycare center.

Douglas has a history of threatening behavior that spans over 20 years and over eight states. Federal authorities say that he was charged in 2016 for making interstate threats.

The suspect's mother has made reference that her son declined any kind of treatment for his history of mental illness.
