Police-defunded Philly: Motorcyclist randomly attacks mother and kids - but angry momma fights back

PHILADELPHIA, PA – Cell phone footage of an altercation in Philadelphia is making the rounds on social media. What happened in that video now has police searching for a man on a motorcycle.

The video shows a group of dirt bikes and ATVs near City Hall on Sunday night. The man in question is seen climbing on the back of a vehicle as it sat at a red light. After climbing on top, he smashed the rear window with his feet. As it turned out, a mom, her friend, and their two young children were the occupants of that vehicle.

When the suspect dismounted the vehicle, a pistol can be seen falling out of his waistband and landing on the street. The female driver then exits the car and confronts the cyclist, who retrieves his gun and points it at her from point blank range.

They exchanged a few shoves before he mounted his cycle and tried to drive away. The woman shoved him again, toppling both the man and the bike.

Philadelphia's ABC 6 caught up with the victim, Nikki Bullock, who said her family was making a delivery for Uber Eats when the ordeal began.

She said she was not intimidated by the man or his revolver, given that he had already pointed it into the car prior to the start of the video. "I already seen the gun. He was trying to point it in the car anyway," Bullock said. "He jumped on the windshield. He already went through the windshield. I might as well get out."

Bullock also stated that prior to the suspect jumping on her car, he had side-swiped her. 



Speaking to her actions, saying she got out and stood by the car to protect the children. “…I have a guardian angel, thank God," she said, "watching over them, because there isn’t a scratch on either one of them.”

The Philadelphia police released a series of photos on their X (formerly Twitter) feed showing the suspect’s face from multiple angles.

“The below suspect is wanted in connection to an aggravated assault and vandalism that occurred on 10/01/23 at 1400 S. Penn Sq. at appx 8:45PM. If you have information about this suspect, please call or text 215-686-TIPS(8477). You can remain anonymous,” the PPD account posted.



Philadelphia District Attorney, Larry Krasner, released a statement regarding the “completely outrageous” actions of the cyclist.

"Whoever that person is, if that person is caught and I get the chance to charge that person, we will be going very vigorously after that person for that conduct," Krasner said. "This has gotta stop. Anyone who is out there on those ATVs or motorbikes, and anybody who is out there drifting, please know we understand how dangerous this is. We know how much you are endangering other people with your conduct and there is a price to pay for that."
