BUCKS COUNTY, PA – A 46-year-old former sheriff's deputy out of Pennsylvania who was fired from his position this past June for allegedly photographing nude detainees and disseminating the images for the purposes of ridicule is now facing criminal charges over said allegations.
Former Bucks County Deputy Ryan Gaffney, who was relieved from duty this past June after allegations of photographing detainees in compromising states of undress surfaced, is now facing charges of official oppression and possession of an instrument of crime along with other various charges.
According to authorities, an investigation into Gaffney’s alleged conduct began after a tip received by the sheriff’s department this spring referenced a January 30th incident where Gaffney, alongside four other deputies, responded to a residence where a male subject was reportedly experiencing a mental health crisis. During the response, Gaffney allegedly produced his personal cellphone and snapped a picture of the male subject who was naked from the waist down.
Bodycam footage from one of the other deputies present during January 30th incident was reportedly reviewed by investigators and allegedly showed Gaffney pointing his cellphone camera lens toward the male subject. Authorities later learned of another alleged occurrence predating the January 30th incident, where Gaffney reportedly disseminated a nude photo of another detained male to twelve of his personal phone contacts back in December of 2024.
During an April 6th voluntary administrative interview, Gaffney reportedly denied the allegations both verbally and in a written statement, which prosecutors claim Gaffney’s verbal and written statements were false and said statements are now being used to also charge the former deputy with unsworn falsification to authorities.
Bucks County District Attorney Joe Khan stated during a July 20th press conference regarding the case, “I want to be clear. Mr. Gaffney’s conduct is a disgrace. It is a betrayal of the trust that was placed in him by the Sheriff and by the taxpayers. The people of Bucks County must be able to trust that those who are sworn to protect them will respect their basic rights and dignity at all times, especially when they are at their most vulnerable.”
An attorney representing Gaffney has since issued a statement on the matter, citing his client’s status as a veteran as well as highlighting the presumption of innocence that is afforded by due process.
“As is often true in cases involving law enforcement, there is far more to this case than the one-sided narrative that has been presented to the public,” attorney Paul Lang said regarding his client’s case, adding, “Ryan deserves the same presumption of innocence and due process guaranteed to every citizen, and we look forward to presenting the full facts before the court.”
A preliminary hearing has since been scheduled for August 10th.
