Man on probation for child porn charges facing new child porn charges

MIAMI, FL - A man who was already on probation after being convicted back in 2017 on child pornography charges has been arrested again on new allegations of child pornography.

According to NBC6, 33-year-old Jonathan Rivas was arrested on Thursday, March 13th on 15 counts of possessing images of sexual performance by a child. At the time of his arrest, Rivas was living in Miami Gardens and working as a security guard at a building on Northeast 69th Street.

He has been accused of uploading over 90 images of child sex abuse materials. During a search of his cell phone, Miami detectives found 15 files depicting children as young as four. The arrest warrant states that a cyber tip from Kik led detectives to Rivas. Miami Police spokesman Michael Vega said, "Once we went into his computer and his cell phone, we found videos that are horrifying, seeing kids from four, five, six-years-old involved in sexual acts with adults."

He added, "Mr. Rivas wasn't involved in those videos but he downloaded them for his pleasure and viewing. This is something that is illegal and we have a unit here in the City of Miami that's dedicated just to catching these predators." Rivas had previously been charged in 2017 for distributing images of children engaged in sexually explicit acts. He is also a registered sex offender.

He was convicted and sentenced to 84 months in federal prison for those charges, however, he was released early for good behavior. He was then placed on probation for 15 years, but the new arrest would violate that stipulation. 

Vega said in a statement, "He was on probation for 15 years and he's doing the same thing that he had been arrested for and was on probation for. We're hoping that the courts now will keep him in jail and not let him out for good behavior." Rivas was booked into jail and saw a judge on Friday, March 14th. The judge set his bond at $37,500.

In a separate incident, a man from Lawrence County, Ohio has been arrested on more than a dozen child pornography charges. According to WFMJ, 69-year-old Robert Burns has been charged with 15 felony counts of child pornography and one additional felony count of criminal use of a communication facility.

He was arraigned on these charges on March 14th. The criminal complaint states that investigators received a cyber tip in August of 2024 alleging that five suspected child pornography files were viewed via an IP address that traced back to Burns. Investigators said that the files depicted children between the ages of three and 13 engaging in sexual acts or poses.

Burns said that he has lived alone at the home for three years and that the laptop in the living room belonged to him. Investigators said that Burns told them had had a problem with "regular porn" about 10 years ago, but that he tries to avoid it now. He also allegedly admitted that he saw child pornography, but said it was a "pop up."

Burns went on to tell investigators that he will search for "porn" on browsers and come across child pornography, but said that he tries to not look at it and will delete it. He admitted that the last time he saw child pornography was a week before his arrest, but then he said it was actually two weeks prior.

He allegedly told investigators that he has "an inner desire that must be quenched." Investigators quoted Burns as saying he looks at child porn because he likes to see "the development of kids [and] how they grow and mature" and that they "start our so gentle and pure" and then become a "beautiful young woman."

The complaint states that Burns told investigators he understood that it was wrong to look at those images, but that seeing females develop from a young age was a "turn on" for him. A search of Burns' laptop revealed 15 child pornography files.
