Mob Surrounds ICE Vehicle as Chemical Agents Are Deployed in St. Paul

ST. PAUL, MN – At least two individuals were taken into custody during what was reported as “protesters clashing” with federal and local law enforcement during a federal immigration enforcement operation in the Payne-Phalen neighborhood of St. Paul earlier in November.

Local reports and officials confirmed law enforcement deployed less-lethal munitions during the incident while faced with the hostile crowd.  

On November 24th, a crowd reportedly formed near Payne and Rose avenues that morning after federal agents carrying out a targeted arrest were spotted by locals.

CBS News noted that Homeland Security officials were operating in the area in an effort to apprehend “a man from Honduras who they claim had previously been removed from the country,” when the aforementioned crowd reportedly became hostile toward federal agents.

Angered shouts from protesters escalated in attempts to obstruct federal agents, according to reports, as CBS News highlighted how an agent “deployed a chemical spray” against a mob of individuals who “surrounded a white van at the intersection” where the agent in question was seated in.

Tear gas was also reportedly utilized by law enforcement while St. Paul police, who responded to the chaotic scene, made attempts to exit the area. Agitators amid the hostile crowd reportedly “threw items at officers and law enforcement vehicles,” resulting in law enforcement utilizing pepper balls against the crowd.

One subject arrested during the incident allegedly “weaponized their vehicle and rammed an ICE law enforcement vehicle,” according to Homeland Security, noting that the subject attempted to flee the area on foot following the attack. St. Paul Police also confirmed an individual was detained for obstruction of justice but added they were subsequently released following a citation for the alleged offense.

St. Paul City Council Vice President Hwa Jeong Kim issued a statement condemning the actions of the St. Paul officers who responded to the scene, saying, “This is completely unacceptable. The St. Paul Police Department work for us, every single person on this street, that's who they work for. Their job is to keep us safe.”

Kim was apparently amid the crowd of violent agitators during the incident, as she was among those impacted by the chemical irritants deployed by federal and local law enforcement.

Minnesota Governor Tim Walz also released a statement regarding the matter, saying, “We received no heads up from federal authorities on this operation. While we are always willing to work together on public safety, that is clearly not what this chaotic situation was about.”

Public officials like Kim and Governor Walz failed to address the alleged violent actions stemming from the crowd during the incident, which St. Paul Police Chief Axel Henry confirmed his department’s response and use of chemical irritants were a direct result of protesters attacking federal agents.

Chief Henry, without outwardly condemning the actions of his officers, noted that a comprehensive review of the incident and officers’ response will be conducted in the interest of transparency.
