ICE Arrests Two Vietnamese Nationals Convicted of Decades-Old Gang Rapes

LOS ANGELES, CA – Two Vietnamese nationals who were convicted of multiple rapes back in the 1980s were taken into custody by Immigration and Customs Enforcement (ICE) agents in Los Angeles this past July, with the arrest of the two individuals being part of a broader operation focused on apprehending criminal aliens who harbor some of the most heinous sex offense arrests and convictions.  

On July 22nd, ICE agents operating out of the Los Angeles field office, alongside other law enforcement agencies, apprehended two Vietnamese nationals identified as Quoc Bo Pham and Dung Quoc Pham who were convicted of multiple rapes back in the 1980s, with their numerous victims aged between 14 to 21 at the time of the offenses.

An April 1981 report from United Press International detailed the convictions of four Vietnamese nationals in what was described by the outlet as the “kidnapping and gang raping seven young women,” the year prior, which Bo Pham and Quoc Pham were among those cited in the report on the convictions.

The two brothers in question, who were 18 and 19 at the time of their conviction, were both sentenced to serve 122 years in prison due to the disturbing nature of their crimes.

According to the 1981 report on the Pham brothers’ convictions, the two were part of a gang of miscreants who abducted seven women over a four month period, with victims testifying in court that they were held “at gunpoint, driven to a secluded Irvine, Calif., orange grove and raped.”

At the time of their sentencing, the convicted rapists were meant to serve a minimum of two-thirds of their sentence before being eligible for parole, but changes in California law on how young offenders are treated likely played a role in the two being released from prison after only serving 20 years behind bars.

Despite being ordered removed by an immigration judge following their release, the Pham brothers seemingly managed to find their way back into the United States at some point over the past two decades.

The apprehension of the two criminal aliens was cited as part of the larger effort dubbed the Sex Offender Arrest and Removal program, which Los Angeles Enforcement and Removal Operations Field Office Director Ernesto M. Santacruz Jr. commented on the program while addressing the apprehension of the Pham brothers.

“The SOAR targeted enforcement effort is critical in maintaining the safety and security of our communities. Individuals who commit egregious crimes of a sexual nature, such as those committed by the Phams, will face prosecution to the fullest extent of the law,” Director Santacruz Jr. stated, adding, “This program underscores our commitment to protecting the public and ensuring that those who jeopardize the well-being of others are held accountable for their actions.”
