Woman arrested after shooting infant in shocking Philadelphia incident over $100 drug debt

PHILADELPHIA, PA - A woman has been arrested after a terrifying shooting in Philadelphia that left a seven-month-old baby injured. The incident, captured on camera, shows the woman firing shots at the baby and his parents outside a home. The woman, identified as 28-year-old Dominique Billups, was apprehended by police shortly after the video was released online.

The shooting took place around 5:50 p.m. on Thursday in the Holmesburg neighborhood. The video shows Billups approaching the family, standing outside a home on the 4000 block of Meridian Street.

Billups allegedly fired two shots at the baby's father, causing him to run for cover. The mother is seen pointing at the baby in a stroller as Billups fires a third shot, hitting the child in the leg. "F--- your baby, b----!" screamed Billups as she walked away.

The baby was quickly taken to Nazareth Hospital by a good Samaritan and later transferred to Jefferson Torresdale, where he is reported to be in good condition.

When police arrived at the scene, the parents were not present. They were later found unharmed a few blocks away. The mother is a juvenile, while the father is an adult. Both have outstanding warrants for nonviolent offenses, which explains their absence from the hospital.

Lt. Dennis Rosenbaum stated that the shooting appeared to be related to a $100 drug debt. Billups has been charged with multiple offenses, including aggravated assault and reckless endangerment. The father was reportedly the primary target due to an earlier argument with Billups.

The video played a crucial role in Billups' arrest. Police described the suspect as a heavyset Black female with long dreadlocks, last seen wearing a black sweatshirt with a large graphic, light blue jeans, and black shoes with white soles.

She was arrested at a home in the Oxford Circle neighborhood, where police also recovered a magazine with various bullets.

Residents of the area expressed shock and sadness, noting that the neighborhood is not known for violence. Lt. Rosenbaum emphasized the importance of public cooperation and the role of video footage in solving such crimes.
