VICTORIA COUNTY, TX – A 41-year-old illegal alien from Cambodia was taken into custody earlier in October following a brief manhunt in Texas shortly after the fatal shooting of a woman in Telferner which authorities say the suspect committed. Said suspect, who reportedly has ties to the Asian Boys gang, was also wanted for a 2022 murder out of California.
Immigration and Customs Enforcement (ICE) issued a press release announcing the October 3rd arrest of Savin Seng, noting the agency’s arrest of the murder suspect was accomplished through a collaborative effort alongside the Victoria County Sheriff’s Office, the U.S. Marshals Service, the Texas Rangers, the Texas Department of Public Safety and the Victoria Police Department.
Seng, who’d been on the run since March of 2022 following a fatal shooting outside a Los Angeles strip club, was reportedly part of the Asian Boys (often stylized as the “Asian Boyz”) street gang, which operates predominantly out of Southern California.
Authorities say of the March 2022 Los Angeles incident, Seng allegedly shot a man identified as 20-year-old Gabriel Isiguzo outside the Synn's Gentlemen's Club following a dispute over a parking space at the establishment.
On October 3rd, local reports detailed the fatal shooting of a woman later identified as 47-year-old Charminy Lewis, whose body was discovered inside of a home located off the 100 block of Minatre Road in Telferner that morning.
Authorities immediately listed Seng as a person of interest wanted for questioning, with the connection between the suspect and victim not being shared by officials at the time.
Authorities apprehended Seng at approximately 8:00 p.m. on October 3rd following a brief manhunt for the suspect, locating Seng amid the area of FM 1686 and Houston Highway. A subsequent press release from the Justice Department revealed Seng had left his personal cellphone at the scene of the fatal shooting, with a witness also having reportedly identified Seng as the shooter.
The suspect has been illegally residing in the United States since being ordered removed back in 2016 following a string of convictions including burglary, domestic violence, felon in possession of a firearm, and aggravated assault with a deadly weapon.
When taken into custody on October 3rd in Texas, authorities say Seng had a loaded Glock 17 on his person as well as a loaded 31-round extended magazine.
Seng now faces federal charges of illegal alien in possession of a firearm, which carries a 10-year prison sentence, alongside state charges out of Texas and California for the homicides committed earlier in October and back in 2022.
U.S. Attorney Nicholas J. Ganjei issued a statement following Seng’s arrest, highlighting the Justice Department’s efforts to remove criminal illegal aliens residing within the country. “The presence of armed, illegal-alien gang members in our midst is a threat to public safety,” Ganjei stated, adding, “The Southern District of Texas is determined to remove each and every one of them from our streets.”
