MOBILE, AL – A 23-year-old woman is facing federal charges after Immigration and Customs Enforcement (ICE) assisted in a transnational, multiagency effort to rescue the 3-year-old child she allegedly abducted from the toddler’s father.
The woman, who is the toddler’s mother, allegedly tried to run off to Mexico with the child alongside her new boyfriend, an illegal alien who has pending charges of rape and molestation of a child out of Washington State.
Haley Harris appeared at the Federal Courthouse in Mobile on October 15th, with the currently pregnant woman standing accused of international parental kidnapping after officials say she abducted the toddler she shares with the father who resides in Orange Beach.
The toddler was reunited with the father this past September after authorities had tracked Harris down in Tijuana, Mexico.
While the case harbors complexities regarding the intersecting state and federal laws, authorities say the child’s father contacted the Baldwin County Sheriff's Office after Harris allegedly “came into the house without permission” and abducted the child.
From there, authorities say Harris moved through Atlanta, to San Diego, and eventually made her way to Tijuana, Mexico, with the child in tow.
What ICE noted was of particular concern was who Harris was reportedly involved with all along the way during the alleged kidnapping, as the agency claims she became romantically involved with a man identified as Pedro Pedraza-Trejo who has pending charges in Washington for “child molestation in the 1st and 2nd degree and rape of a child in the 2nd and 3rd degree.”
ICE says Harris contacted Pedraza-Trejo nearly 200 times over a few-day period whilst the alleged kidnapping was underway, as Pedraza-Trejo was reportedly already in Mexico where authorities say Harris planned to meet up with him upon entering the country.
“The fact that Harris maintained repeated contact with Pedraza-Trejo, a man convicted of such vile crimes, while illegally holding her child, underscores the gravity of her actions and the danger she posed to the child’s safety,” the agency noted in their press release regarding Harris’ charges.
Special Agent in Charge of HSI in Georgia and Alabama Steven Schrank issued a statement regarding the case against Harris, applauding the multiagency endeavor as well as reiterating the agency’s efforts to combat crimes against children.
“HSI remains steadfast in its commitment to protecting vulnerable children and ensuring that those who exploit or endanger them are brought to justice,” SAC Schrank stated.
“This case highlights the power of collaboration between U.S. and international law enforcement agencies. Thanks to the swift and decisive actions of our dedicated agents and partners, a child has been safely reunited with her family, and the individual responsible will face the consequences of her actions.”
