WASHINGTON, DC – An early November press release from Homeland Security declared that Immigration and Customs Enforcement (ICE) was “Making Virginia Safe Again,” following a statewide sweep conducted by the agency which resulted in notable apprehensions of criminal illegal aliens.
Homeland Security made the pointed reference to President Donald Trump’s campaign slogan in a November 3rd press release which detailed a statewide sweep across Virginia, noting how the efforts resulted in the arrests of “rapists, drug traffickers, abusers, and violent thugs.”
From late October to early November, ICE continued with the current administration’s mission to apprehend the “worst of the worst,” detailing the past criminal charges and convictions of the notable apprehensions in Virginia alongside mentioning how many had already garnered final orders of removal in years past.
The list of notable arrestees mentioned by the agency is as follows:
Homeland Security Assistant Secretary Tricia McLaughlin issued a statement in light of the statewide operation in Virginia, saying, “This past week, ICE took down sexual predators, drug traffickers, rapists, abusers and other violent thugs across the Commonwealth.” Secretary McLaughlin went on to illustrate how the presence of these sorts of criminal aliens is indicative of the prior administration’s failed approach to immigration enforcement.
“These arrests underscore the reality of open border and sanctuary policies that allowed criminals around the world to come to America and roam free across our country,” Secretary McLaughlin stated, adding, “Under President Trump and Secretary Noem, the U.S. is closed to lawbreakers. We will continue to use every available tool to make America safe again.”

- Adolfo Flores Ramirez, a criminal illegal alien from El Salvador, was arrested in Louden County on November 1st, which Ramirez’s criminal history includes charges of DUI, domestic violence and assault. He’d previously been issued a final order of removal back in 2023.
- Harvin Francisco Rivera-Diaz, a criminal illegal alien from Nicaragua, was arrested in Richmond on November 1st, which Rivera’s criminal history includes charges of sexual assault – carnal abuse. He’d illegally entered the United States back in 2022 and was released into the interior by the Biden administration before being issued a final order of removal back in 2024.
- Shannovan Emeil Facey, a criminal illegal alien from Jamaica, was arrested in Chesterfield County on October 28th, which Facey’s criminal history includes charges of drug smuggling, drug possession, and possession of a weapon. He’d been issued a final order of removal back in 2013.
- Elvin Tiburcio Mirambeaux, a criminal illegal alien from the Dominican Republic, was arrested in Suffolk on October 31st, which Mirambeaux’s criminal history includes charges of drug possession and terroristic threats.
- Westher Antonio Jacobo Morales, a criminal illegal alien from Guatemala, was arrested in Richmond on October 25th, which Morales’ criminal history includes charges of violation of a court order, extortion, and rape. Morales was previously deported back in 2016 and is facing felony charges in connection with his illegal reentry.
- Daniel Soc-Patzan, a criminal illegal alien from Guatemala, was arrested in Richmond on October 25th, which Soc-Patzan’s criminal history includes multiple charges of assault as well as aggravated assault of a family member with a weapon. He’d been issued a final order of removal back in 2013.
