FAIRFAX COUNTY, VA – The 32-year-old illegal immigrant accused of fatally stabbing a woman at a Fairfax County bus stop in late February reportedly hosted a lengthy criminal history prior to his arrest on murder charges, with reports claiming many of the suspect’s prior charges were dropped.
According to a press release from Homeland Security, 32-year-old Abdul Jalloh had amassed over 30 arrests prior to being taken into custody for allegedly stabbing 41-year-old Stephanie Minter to death at a bus stop on February 23rd.
Following the fatal stabbing of Minter, police released a surveillance photo of the suspect, but it was a 911 call from a liquor store owner reporting a shoplifting incident on February 24th that led to Jalloh’s apprehension as police realized their shoplifting suspect was also wanted for murder.
Authorities have yet to piece together a possible motive in Minter’s killing, but reports detailing Jalloh’s extensive criminal history has surfaced in the wake of the Fairfax County murder which is drawing heavy scrutiny due to perceived failings of the criminal justice system.
Jalloh’s criminal record out of Virginia boasts charges ranging from rape to malicious wounding, with FOX 5 reporting that “In most of those cases, prosecutors chose to drop charges.”
Laura Birnbaum, who serves as the chief of staff for Fairfax County Commonwealth's Attorney Steve Descano, claimed her employer’s office “convicted the defendant of a 2023 malicious wounding charge,” adding that the DA’s office worked tirelessly to hold Jalloh accountable in prior cases since 2023.
However, according to Virginia sentencing guidelines, a malicious wounding conviction can carry a sentence of 5 to 20 years, whereas Jalloh was walking free merely three years after the aforementioned conviction.
As for the history of criminal cases against Jalloh being dropped, Birnbaum stated, “Unfortunately, the defendant in this case also had a history of selecting victims with no fixed address - some of the most vulnerable members of our community. In multiple cases, we were unable to move forward with prosecution because victims could not be located or contacted.”
Additionally, Immigration and Customs Enforcement (ICE) issued a detainer for Jalloh back in 2020, who’d already been issued a final order of removal, but said detainer was seemingly ignored by officials in Virginia at the time.
