WASHINGTON, DC – Halloween night turned out to be an eventful evening in D.C.’s Navy Yard neighborhood, with reports detailing teens engaged in various confrontations with police and National Guard members as well as the mayor declaring a “limited juvenile curfew” throughout the nation’s capital.
During the chaotic spats on Halloween night in D.C., police reportedly took five people into custody, four of which were juveniles, with the arrestees facing various charges ranging from possession of a prohibited weapon to public consumption of marijuana. A sergeant also sustained minor injuries during a period of unrest which broke out in a public park after reportedly being knocked down while attempting to restore order.
D.C. Metropolitan Police Department (MPD) officials say the juveniles first began accumulating in the area of First Street and New Jersey Avenue near Navy Yard at approximately 7:30 pm, with the group ballooning to “to several hundred juveniles” by 8:00 pm that evening.
Although officials say the youths were “peaceful” initially, things began going south relatively quickly as the group increased in size, with MPD officials noting in a statement, “many of the juveniles within the group began engaging in fights and disrupting the flow of traffic, repeatedly ignoring instructions to remain on sidewalks.”
As the scale of unruliness expanded throughout the capital, MPD officials say the situation prompted the response of, “Additional MPD members and our partners, including Metro Transit Police, United States Capitol Police, the National Guard, and members of the Federal Task Force.”
At approximately 11:00 pm, officials say the massive group was dispersed from the Navy Yard area, with law enforcement adding they “maintained a large presence through the overnight hours to ensure no further unlawful activity occurred.”
In response to unruly youths roaming the capital, Mayor Muriel Bowser declared a curfew which will remain active until November 5th for all persons under the age of 18, adding that the police chief will also be able to “designate special curfew zones” even earlier than the listed 11:00 pm curfew.
“We are declaring a limited juvenile curfew in Washington, DC,” Mayor Bowser shared on social media platform X, adding, “Effective immediately, all juveniles under the age of 18 are subject to a curfew from 11PM until 6AM, which will extend through 11/5. This is in response to several weeks of disorderly juvenile behavior which endangered both themselves and others. The Chief of Police is also authorized to designate special curfew zones for youths under 18 beginning at 6PM.”
On November 1st, MPD Chief Pamela Smith issued a statement regarding the incidents which broke out on Halloween night, saying, “The behavior displayed last night in Navy Yard is unacceptable, and MPD and our law enforcement partners will have an increased presence tonight to ensure this does not happen again.”
