McAllen, Texas — Justice has been served to another dangerous criminal.
Walter Wilkins, 24, of Weslaco, Texas, who told underage girls "age is just a number", received a 23-year federal prison sentence on Jan. 23 after pleading guilty to charges of coercion and enticement of a minor, as announced by U.S. Attorney Nicholas J. Ganjei.
The case stemmed from an investigation led by ICE Homeland Security Investigations, specifically its Child Exploitation Task Force. Authorities stated that Wilkins admitted to producing child sexual abuse material involving a victim under the age of 16.
HSI San Antonio acting Special Agent in Charge John A. Pasciucco said in a statement that, “Wilkins’ actions represent the worst kind of predatory behavior, targeting and exploiting vulnerable children in our community. HSI, together with our law enforcement partners, worked tirelessly to uncover the full scope of Wilkins’ crimes and ensure he faces justice."
He continued, "HSI will not tolerate those who use technology to coerce, abuse and traumatize minors. Our agents remain steadfast in their resolve to pursue child predators and protect our children from those who seek to do them harm.”
Wilkins, who pleaded guilty in December 2024, was handed a 276-month prison sentence by Chief US District Judge Randy Crane.
The sentence was enhanced due to Wilkins being in possession of sexual abuse material containing a victim under 16. Wilkins was then deemed a "repeat and dangerous offender against minors."
He was also handed down a $13k fine for restitution and will serve the remainder of his life on supervised release following his time in prison. He will also need to complete additional requirements to reduce and restrict his access to children and the internet following the prison sentence, and will need to register as a sex offender.
Wilkins was no stranger to the law and was already facing similar charges.
"Wilkins sexually preyed upon minors, inflicting mental scars on his victims that will likely haunt them for the rest of their lives. His conduct is even more shocking considering he was already on bond for state charges of child sex abuse when he committed this offense,” U.S. Attorney Ganjei said. “Wilkins is not the type of person that should be walking our streets, nor communicating online with minors. Fortunately, he will now spend the next 23 years in federal prison, unable to victimize anyone else.”
The Crime
The mother of the victim reported the sexual assault to authorities, which sparked an investigation.
According to reports, Wilkins sexually exploited the minor after giving her vape pens, then created sexual abuse material.
Using true child sex trafficking methods, Wilkins threatened to release the sexual content to the victim's friends and classmates if she did not continue the relationship with him.
She wasn't the only victim: there were others.
Wilkins posted vape pens for sale on social media but instead of accepting money, he coerced the victims into sexual acts in lieu of payment.
Part of the investigation revealed screenshots from Wilkins' Instagram profile, which showed he “sells Vape Pens, Pills, LSD, Shrooms and Carts for money or ‘Other’ ways of payment,” according to the investigators.
Like many sexual assaults, Wilkins' heinous acts led to devastating effects for the victims. The first mother said her daughter attempted to kill herself after being sexually assaulted by Wilkins on multiple occasions.
“I am also fearful that my daughter will try to take her life again,” the first mother told the court.
The assault led to severe mental health problems such as anxiety and depression which ultimately caused attendance problems at school.
“We can’t undo history,” said Chief U.S. District Judge Randy Crane. “But hopefully your daughter will sleep better knowing he’ll be in prison for decades.”
